Polish citizen assembly on food policy
How to ensure that by 2030 food consumed in Poland is healthy and produced in an environmentally friendly manner?
During the educational part of the panel, panelists will learn about various aspects of nutrition policy by listening to presentations by a group of invited experts. Experts will outline various aspects and issues related to food policy, and will also present recommendations related to the panel's title question.
The panel experts are (in alphabetical order):
Dr. Andrzej Hałasiewicz - rural sociologist and economist combining theory with practice. A long-time employee of the Department of Sociology of Rustic Areas, Institute of Sociology, Nicolaus Copernicus University in Toruń. Implementer of many research projects, including those financed by the European Union and the "Know How" Fund. He organized the Department of Pre-Accession Assistance and Structural Funds of the Ministry of Agriculture and Food (currently the Ministry of Agriculture and Rural Development), and coordinated, among others, the preparation of the Coherent Structural Strategy for the Development of Rural Areas and Agriculture (1999) and the SAPARD program. Coordinator of the National Rural Development Program at the Ministry of Agriculture and Rural Development, which is a tool for coordinating state policy towards rural areas for 2007-2015. Expert at the Chancellery of the President of the Republic of Poland in 2011-2013. Permanent Representative of Poland to FAO in 2014-2016; in 2015-2016 Member of the Governing Council of the World Food Program in Rome.
Ph.D. Zbigniew Karaczun - professor at the Department of Environmental Protection and Dendrology of the Warsaw University of Life Sciences (SGGW). He conducts research on climate and ecological policies, the integration of their goals into agricultural policy and economic development strategies, as well as on the process of Europeanization of Polish environmental protection policy and environmental protection management. Author and co-author of over 350 publications. In the years 1998 - 2002 he was an advisor for European integration at the Ministry of the Environment. In the years 2015-15 and 2019-2020, he was a substantive manager in the team preparing the Environmental Protection Program for the capital city of Warsaw. Warsaw. It also cooperates in the implementation of environmental projects, among others: with FAO, US AID, the World Bank and the European Commission. Co-founder of the Climate Coalition, since 2003 he has been an expert managing the Climate Coalition Secretariat. Member of the Management Board of the Polish Ecological Club, president of the Masovian District of this organization.
Dorota Metera - since 2002, President of the Management Board of BIOEKSPERT Sp. z o. o. – certification body in organic farming. Since 2004, he has been a member of the Monitoring Committee of the Rural Development Program, and since 2022 - a member of the Monitoring Committee of the Strategic Plan for the Common Agricultural Policy at the Minister of Agriculture and Rural Development. Since 2014, he has been a member of the GMO Commission at the Minister of the Environment, and since 2016 - a member of the Council of Agriculture and Organic Production at the Minister of Agriculture and Rural Development. Since 2008, he has been a member of the IOAS Accreditation Committee (International Organic Accreditation Service), and since 2009, he has been a representative of Polish member organizations and a member of the Council of IFOAM Organics Europe (International Federation of Organic Agriculture Movements). He is a member of the Organic Agriculture Forum Association. He has been professionally involved in organic farming and environmental protection aspects in agriculture for over 35 years. In 2009, she was awarded the Golden Cross of Merit.
Dr. Artur Miszczak - graduate of the Faculty of Chemistry at the University of Warsaw. For 35 years, he has been a research worker, doctor of agricultural sciences at the Institute of Horticulture-National Research Institute in Skierniewice. Initially at the Plant Physiology Department (conducting research on the physiology and hormonal regulation of fruit ripening), then at the Fruit Storage and Processing Department (conducting research on physiological changes in stored fruit), currently he heads the Food Safety Research Department. For over 20 years, he has been running an accredited laboratory analyzing residues of plant protection products for the needs of both state offices and private companies, including tests necessary for the registration of plant protection products in Poland and the EU
Dr. Eng. Małgorzata Miśniakiewicz - professor at the Department of Food Product Quality at the University of Economics in Krakow, doctor of economic sciences in the field of Commodity Science, research and teaching employee, assistant professor at the University of Economics in Krakow. Lecturer in the field of development trends in the FMCG market, design and development of food products, innovation in food production, creativity and creative thinking in product development, additives in food design and personalization of food and nutrition. Author of over 100 scientific publications. Head of postgraduate studies "Food Products Manager" at the University of Economics. Participant of many national and international scientific conferences, including: in Bulgaria, Ukraine, China, South Korea, Romania, Italy, Spain, Czech Republic. Giving lectures at universities, including: in Prague, Varna, Reykjavik, Alicante, Coimbra, Valencia, Limassol, Bratislava, Bologna, Florence, Tirana, La Laguna. Research internships at Grand Valey State University, USA and La Laguna University in Tenerife.
Ph.D. Benedykt Pepliński - Master of Science in agricultural engineering, specializing in food economics, doctor of agricultural sciences in the field of agronomy (specializing in food economics). In 2020, at the Faculty of Economics and Social Sciences of the University of Life Sciences in Poznań, he obtained a post-doctoral degree in economic sciences in the field of economics. From the same year he is a professor at the University of Life Sciences in Poznań. He specializes in estimating external costs in agriculture related to open-pit mining of minerals, including lignite, agricultural economics, agricultural markets, mainly in the pig market, forecasting the prices of agricultural raw materials, spatial diversification of agricultural production development and enterprise management in agribusiness. He is the author of over 180 publications (mainly articles in peer-reviewed national and international journals). Manager and contractor in 11 national research projects.
Agata Szczebyło - nutrition educator, doctor of human nutrition, specialist in sustainable economy at the WWF Polska Foundation
Dr. Ruta Śpiewak - deals in theory and practice with creating a more sustainable food system. Research employee of the Institute of Rural Development and Agriculture of the Polish Academy of Sciences, researching organic farming, short food chains and climate change in relation to food production. Scholarship holder of the Universities of the USA and Finland. Co-creator of the Umbrella of Food Cooperatives, co-author of a report on food cooperatives in the EU.
Magdalena Wolska - lawyer, economist. Food law expert and leader of the FoodFakty LEX Scan project. PhD student at the Department of Agricultural and Food Law at the Institute of Legal Sciences of the Polish Academy of Sciences (PAN) in Warsaw. He is preparing a doctoral dissertation on official control in organic farming. Author of scientific articles in the field of food law.
Justyna Zwolińska - lawyer specializing in issues related to quality policy and environmental protection in agriculture, food policy, Common Agricultural Policy and farm animal welfare. Lecturer and doctoral student at the Institute of Human Nutrition Sciences at the Warsaw University of Life Sciences. Lecturer at postgraduate studies "Food Law" at SWPS University. A long-time collaborator of non-governmental organizations dealing with agriculture, environmental and animal protection. Member of the "Lawyers for Animals" Association and the Organic Farming Forum. Mieczysław Górny. Member of the Council of the "Strefa Zieleni" Foundation. Advocacy coordinator for the Living Earth Coalition as part of the European citizens' initiative Good Food Good Farming.
